Full frame window replacement removes the entire existing window, frame included, down to the structural opening, then anchors the new unit to the wood buck, concrete, or masonry exactly the way the manufacturer's product approval was tested. Insert replacement (also called pocket, retrofit, or flush-fin installation) leaves the old frame in the wall and sets the new window inside it. For Florida impact retrofits, full-frame is the default method, because an impact rating is a system rating: the glass, the frame, the anchors, and the substrate were tested together, and the installation has to match that tested detail for the approval to mean anything.

National replacement-window content treats the insert as the normal choice and full-frame as the expensive exception. Florida flips that. We track the anchor schedules from the Miami-Dade NOAs and Florida Product Approvals behind the windows we install, and of the 309 anchor-application entries in that database, 106 specify through-frame anchoring into a buck or masonry while 24 specify an integral nailing fin. None of them names an old window frame as an approved substrate. What Full Frame Window Replacement Involves

In a full-frame job, we pull the sash, cut the old frame free, and strip the opening back to structure. On a concrete block home that means exposing the buck, the pressure-treated lumber that lines the masonry opening. On a wood-frame wall it means exposing the rough opening itself, studs and sill.

The condition of that opening gets corrected before anything new goes in. Rotted or loose bucks come out and get replaced with properly fastened pressure-treated stock. The approval documents distinguish between the two buck conditions you will hear about on site: a thin 1x buckstrip, where the window anchors pass through the frame and the strip into the concrete behind it, and a full 2x buck, where the anchors terminate in the wood itself. The anchor type, embedment, and spacing change depending on which condition exists, and the approval lists them separately.

The new window then anchors directly to structure, through the frame on most Florida masonry installs, or through an integral fin on wood-frame walls. Water management gets rebuilt from scratch: sill treatment, perimeter sealant beds, and the stucco or siding interface around the new frame. Inside, the drywall returns or wood casing get patched and finished. What Insert Window Replacement Involves

An insert install leaves the existing frame anchored in the wall. The old sash, hardware, and glazing come out, and a new, smaller window slides into the old frame's pocket. A common variant is the flush-fin (sometimes called stucco-fin) unit, which adds an exterior flange that caps the face of the old frame so the joint disappears behind a sealant line instead of new stucco.

The appeal is obvious. There is far less demolition, little or no stucco work, minimal interior patching, and a faster install day. That is why national cost guides written for wood-frame housing stock present the insert as the standard method.

The trade-offs are structural and visual. Every anchor in an insert install lands in the old frame, so the new window is only as strong as whatever fastened that frame decades ago. The old frame's water path stays in service, hidden behind the new unit. And nesting one frame inside another shrinks the glass: you lose daylight opening on every side of every window in the house.

The Approval Is a System Rating

A Miami-Dade Notice of Acceptance or statewide Florida Product Approval does not certify a piece of glass. It certifies a tested assembly, installed a tested way. The unit passes large-missile impact and pressure-cycling tests as a complete system, and the approval drawings then spell out the anchor type, substrate, embedment, edge distance, and spacing that the rating depends on. Here is what that looks like in one real document. The same schedule continues through higher-strength concrete, hollow block, steel, and aluminum substrates, with heavier masonry anchors and, in some anchor groups, a required anchor plate. Every line is a condition the window was tested against. A 40-year-old aluminum window frame appears nowhere in it.

Inspectors treat these schedules as the pass-fail standard. At final inspection they verify the label, the fastener pattern against the approval, sealant, and flashing, and they can back screws out to confirm the type and embedment depth. Field modifications, a trimmed frame or a cut screen track, void the approval outright. Miami-Dade, Broward, and most coastal jurisdictions add a buck inspection before the windows are even set, checking rough-opening dimensions, buck fastening, and waterproofing.

Why Florida Impact Jobs Skew Full Frame

Three things push Florida retrofits toward full-frame at rates the national guides never mention.

The housing stock is masonry. Concrete block with stucco dominates South Florida neighborhoods, and the tested install detail for that wall type is through-frame anchoring into the buck or the concrete itself. That is the pattern our own data shows: through-frame details outnumber nailing-fin details 106 to 24 across the anchor-application entries we track. The loads are real. An impact window carries a design-pressure rating precisely because it is expected to transfer hurricane wind loads into the building. Federal guidance says the same thing about protective systems generally: FEMA P-804, the Wind Retrofit Guide for Residential Buildings, requires opening protection to be anchored into the wall around the window frame "so that wind loads are transferred to the structure of the building," and states that where impact-resistant windows are the chosen protection, "the existing window assemblies should be removed and replaced with new assemblies that meet the appropriate criteria." An original builder-grade frame from 1985 was never part of any tested load path.

Water finds the shortcut. Wind-driven rain during a storm pressurizes every joint in the wall. A full-frame install gives the opening one continuous, new water management detail. An insert stacks a new frame inside an old one and trusts a hidden, decades-old perimeter seal that nobody can inspect again. Non-approved sill flashing is already one of the common inspection failures on window permits; burying an unknown sill condition behind a new unit is the same problem with the evidence concealed.

What the Code Requires When You Replace Windows

The Florida Building Code treats window replacement as an alteration with structural consequences. Section 707.4 of the 2023 Florida Existing Building Code requires replacement windows, doors, and skylights to be designed and constructed to comply with Chapter 16 of the Florida Building Code, the structural chapter that sets wind-load design.

There is a narrow opening-protection exception: in a windborne debris region, a pre-FBC one- or two-family home may replace glazed openings without impact protection if the replaced area within any 12-month period stays under 25 percent of the home's total glazed area, and a parallel exception in the High-Velocity Hurricane Zone applies to homes built before September 1, 1994. Read the fine print, though. Even excepted replacements must still be designed for full wind pressures for an enclosed building. The code never excuses the anchoring.

One worry we can retire: egress. Section 702.5 of the same code exempts replacement bedroom windows from the emergency-escape dimension rules, provided the replacement is the manufacturer's largest standard size that fits the existing frame or rough opening with an equal or better operating style. So an insert rarely fails on egress math. It fails on the approval detail and the condition of what it would anchor to.

Cost and Scope: Where the Two Methods Actually Differ

The honest way to compare cost is by scope, because the delta is almost entirely labor and finish work, not the window itself.

What the scope table cannot show is that in most Florida impact retrofits the two columns are not both available. If the approval's tested detail for your wall is through-frame into the buck, the insert column is not a discount option. It is a different product installed outside its rating.

The practical answer for a budget that assumed the insert number is not to force the cheaper method; it is to phase the openings, price the finish work honestly line by line, and treat the delta as the cost of a rating that actually holds. When an Insert Install Genuinely Works

We are not dogmatic about this. An insert or flush-fin install is legitimate when all of the following line up:

  1. The existing frame is sound and verifiably anchored. Square, rot-free, corrosion-free, and fastened to structure in a way the installer can actually confirm, not assume.
  2. The product approval includes a matching install detail. Some manufacturers publish tested details for specific replacement conditions. If the drawing matches your wall and frame condition, the rating holds.
  3. The design pressures still check out. The unit's rating at your size must meet the pressures your opening requires, which vary by wind zone and exposure; check yours with our wind zone lookup.
  4. You accept the daylight loss. On a small bathroom window, an inch per side matters more than homeowners expect.

In our market that combination shows up most often in newer wood-frame or mixed construction where the original windows were installed under modern code, and in some non-HVHZ counties with lighter debris requirements. How to Tell Which Method Your Home Needs

You do not have to decide this from a blog post, and you should be suspicious of any contractor who quotes a method without opening up the question.
