Broward County window permit costs depend on your city more than on anything about the windows themselves. The same $30,000, 10-opening impact window job pays about $217 in permit fees in Coral Springs and $825 in Pompano Beach, with eight other sourced jurisdictions landing in between. That spread exists because nearly every sizable Broward city runs its own building department with its own adopted fee schedule, while the county's Building Code Services Division (BCSD) only handles unincorporated areas and a handful of municipalities that contract with it.

We pull window and door permits across Broward every week, so we keep a fee dataset built from each jurisdiction's adopted schedule. The table below covers the ten Broward jurisdictions where we have verified the current fee schedule directly: the formula each one uses, what a worked example costs, and when the schedule took effect. One method note up front: every figure here comes from the jurisdiction's own adopted fee schedule or code, each with a stated effective date. Where we could not verify a city's current schedule to that standard, we left the city out rather than estimate. More on that below.

Broward Window Permit Fees by City

We ran one job through every verified schedule: $30,000 in construction value across 10 openings on an existing single-family home. The example column shows the city's own permit and plan-review charges before the small state and countywide surcharges that apply everywhere.

A few reading notes. Davie's figure includes the town's separate plan-review line, which is billed on every residential window permit. Miramar's includes the $75 application fee due at submittal; an 8% city administrative surcharge is added on top of the permit fee. Hollywood, Davie, Plantation, Pompano Beach, and Fort Lauderdale compute from the construction value you state on the Broward permit application (BCSD checks stated value against the RS Means estimating manual and uses the greater).

That is the number no single fee schedule can show you, and the method is simple to restate: we applied each jurisdiction's adopted fee formula to one identical job, and the cheapest sourced city (Coral Springs, $216.78) and the priciest (Pompano Beach, $825) differ by about $608. Same windows, same labor, same inspections: a 3.8x gap in permit fees.

Flat Fee, Per Opening, or Percent of Value: What Your Fee Is Based On

Broward's schedules fall into three shapes, and knowing which one your city uses tells you most of what the permit will cost before you ever look up a number.

Per-opening schedules. Coral Springs, Pembroke Pines, and Sunrise charge by the count of windows and doors, not by what you paid for them. Ten budget windows and ten premium windows pay the same fee. These cities sit at the bottom of the table for whole-home jobs, and they stay there as job value climbs.

Percent-of-value schedules. Pompano Beach (2.75%), BCSD (1.85%), Plantation, Fort Lauderdale, and Miramar (1.75%), and Davie (0.95% plus 0.75% plan review) bill a slice of the job. The fee scales directly with your contract, so a bigger or better-glazed package raises the permit cost right along with it.

Tiered-value schedules. Hollywood works in brackets: $100 covers the first $1,000 of value, then $22 per $1,000 up to $1 million. The math lands close to a 2.2% city with a small flat floor.

Where Your Broward Permit Application Goes: County BCSD or City Hall

The single most common point of confusion we clear up for Broward homeowners: the county is usually not your permitting authority. Fort Lauderdale, Hollywood, Pembroke Pines, Coral Springs, Miramar, Sunrise, Davie, Plantation, and Pompano Beach all run their own building departments under their own fee schedules. Your window permit in Broward gets filed with city hall, reviewed by city plan reviewers, and inspected by city inspectors.

Broward County's Building Code Services Division steps in for unincorporated Broward and for the smaller municipalities that contract their building services to the county. BCSD charges 1.85% of job value with a $125 minimum under Administrative Code §40.29, with job value set at the greater of your stated figure or the RS Means estimate.

If you are not sure which side of a city line you sit on, your property appraiser record settles it in seconds, and any installer working across Broward County should be able to tell you from the address alone. We pull permits in most of these jurisdictions every month, from Coral Springs and Pembroke Pines down to Hollywood, and the process differences between two neighboring cities can be bigger than the differences between two counties.

Surcharges Every Broward Window Permit Pays

The base fee is not the whole invoice. Two surcharges apply on top of every Broward permit, and several cities stack their own.

The BORA surcharge funds Broward's countywide Board of Rules and Appeals and rides on job value, so it costs $15.60 on a $30,000 job no matter which city issues the permit. The state surcharge rides on the permit fee itself, which means it hits hardest in the percent-of-value cities: about $5.40 in Coral Springs versus about $20.60 in Pompano Beach on our example job. A few adopted schedules still print the older 1.5% + 1.5% state split; you pay whatever the adopted schedule says, and the difference is a few dollars either way.

The Notice of Commencement and the $2,500 Threshold

Florida law requires a recorded Notice of Commencement (NOC) before work starts on any improvement where the direct contract price is over $2,500, under s. 713.13, Florida Statutes. Nearly every impact window project crosses that line, so treat the NOC as a standard part of the Broward permit application rather than an exception.

The notice gets recorded with the Broward County records office, and a certified copy or notarized statement must be posted at the job site. Expect your building department to ask for proof of the recorded NOC before it will perform the first inspection. When we run a project, we prepare the NOC with the contract paperwork so recording never holds up the schedule; if you are managing your own permit, record it right after the permit is issued and before the crew arrives.

The NOC is a lien-law document, not a fee item: recording costs are set by the county recorder, not by the building department, and they are small next to the permit fee itself.

The Private Provider Option Under s. 553.791

Florida gives you a pressure valve when a city's plan review queue backs up. Under s. 553.791, Florida Statutes, the owner or contractor may hire a licensed private provider to perform plan review, inspections, or both, and the statute requires the local jurisdiction to reduce the permit fee by the cost savings from the services it no longer performs. The building department still issues the permit and can audit the work; you are swapping who reviews and inspects, not who governs.

On a routine 10-opening window job in a flat-fee city, a private provider rarely pays for itself: the provider's charge usually exceeds the fee reduction. Where it earns its keep is on larger or time-sensitive projects in the percent-of-value cities, where the fee reduction is meaningful and a stalled review costs you scheduled crew days. Ask the city for its fee-reduction calculation in writing before you commit.

How Long a Broward Window Permit Takes

State law sets the outer clock. Under s. 553.792, Florida Statutes, a city must tell you within 5 business days whether your application is complete. Once it is complete, a structural permit on an existing single-family home with a work value under $15,000 must be approved or denied within 5 business days; larger residential jobs get 30 business days. Miss the deadline and the statute cuts the permit fee 10% for each business day of delay.

Two practical readings of that. First, a one-or-two-window repair usually falls in the fast 5-day lane, while a whole-home impact package above $15,000 sits in the 30-business-day lane, and actual turnaround inside that window varies city to city and season to season. Second, the clock only runs on a complete application: a missing product approval number or an unsigned NOC restarts the conversation, not the countdown. Cities Not in the Table, and Why

Tamarac, Coconut Creek, Deerfield Beach, Margate, Lauderhill, Oakland Park, Parkland, Dania Beach, Hallandale Beach, North Lauderdale, Lighthouse Point, Lauderdale Lakes, Weston, Cooper City, and Wilton Manors each either run their own building department or contract the work out. We have fee information for most of them, but we publish a figure only after checking it against the city's current adopted schedule, and those checks are not complete. A permit-fee table is only useful if every number in it would survive a phone call to the building department.

Two things still hold for every one of those cities. The fee will follow one of the three shapes above, flat or per-opening or percent of value, so the table gives you the realistic range: roughly $150 to $850 on a typical whole-home window job at 2026 rates. And the BORA and state surcharges apply no matter what.
